Billionaire fraudster Charlie Wright (Aidan Quinn) goes into self-imposed exile in the Mexican city of Tijuana when the FBI closes in on his pyramid-scheme empire. While seeking out the woman he left there 25 years earlier (Claudia Ferri), Charlie is pursued by a Mexican gangster (Andy Garcia), a federal agent (Mario Van Peebles) and thugs - led by former Bros frontman Luke Goss - dispatched by a former client who wants his money back.
